Call for projects Solidarity Ukraine: areas of intervention of the Fondation de France


Who are we?

The Fondation de France is the leading philanthropy network in France, bringing together donors, founders, volunteers and project leaders to help everyone act as effectively as possible in areas of general interest and common goods.

The Fondation de France has been involved in post-emergency aid for over thirty years (the 2004 tsunami in Southeast Asia, the 2010 earthquake in Haiti and the 2015 earthquake in Nepal, the 2017 hurricanes in the French West Indies and the 2020 explosions in Beirut and global Covid crisis). In all of these disasters, there is a single objective: to meet the priority needs of the most affected people by relying in particular on local civil society organisations.

What does Solidarity Ukraine support?

Following the Russian offensive in Ukraine, more than 10 million people, mainly women and children, have had to leave their homes and sometimes their country. To help them, the Fondation de France launched an appeal for donations on February 28. This operation will finance locally based organisations that accompany refugees in the neighbouring countries and displaced persons in Ukraine.

In accordance with the Fondation de France's principles of intervention, a committee of volunteer experts has been set up and has defined two main priority areas for action:

  • To respond to the basic needs and psychosocial support of populations affected by the conflict;
  • To provide more sustainable support to these populations, in terms of access to health services, housing, education, legal support, psychological support but also access to information and documentation about human rights violations.

Who can apply?

The Fondation de France gives priority to projects presented by local civil society organisations that know the territory and work with other actors in the field. International NGOs based in Ukraine and neighbouring countries are also eligible, especially if their own fundraising capacities have been affected by the war.

What can be funded?

Priority is given to projects whose direct beneficiaries are the most vulnerable populations (children, women, the elderly/disabled, LGBTQIAs, isolated populations), in Ukraine and in neighbouring countries.

Except the medical sector, the Fondation de France can consider all sectors of intervention (food, water, hygiene and sanitation, education, psychosocial and mental health, respect for the rights and protection of vulnerable populations, etc.). The consideration of environmental issues is particularly appreciated.

All types of expenses can be considered (human resources, including training, coaching/mentoring and respite; purchase of goods and materials; investments; transportation; services; meetings, etc.). Grants often range from 5,000 to 100,000 euros, depending on the needs, the organization's management capacity and potential co-financing.

You can also submit your own project presentation and budget templates, making sure to fill in the following information:

  • General context and identified needs
  • Presentation of your organization and it local implantation
  • Presentation of the action to be carried out (objectives, expected outputs, activities) and its duration
  • Target populations, the way they are selected and their approximate numbers
  • Partnerships and coordination with other actors in the field (public and private)
  • Perspectives at the end of the action
  • Consideration of the environment (if relevant)
  • Budget and financing plan


After examination by the Fondation de France team, these projects are submitted to the Solidarity Ukraine Committee, composed of 8 volunteer experts, which meets very regularly and proposes to the President of the Fondation de France the allocation of grants.
